Overcalling over 1N on the other hand, yes I would with this white at matchpoints.

Over a strong 1NT then a hand that looks like a normal weak two qualifies for an overcall.
Over a weak 1NT where our side is much more likely to have a game then you need to be stricter on your overcalls so that partner can judge how high to bid.
Having said that there are some players and partnerships that bid very aggressively even against a weak no trump. This comes with an obvious cost of not being able to bid their games accurately.
Against a strong 1NT. I might bid with the hand given but it is very minimum. I would definitely bid with better spots (much better) spots in the heart suit or even with a side king instead of a queen.
I would not overcall this against a weak 1NT.

Oh, you mean would I overcall a 1NT opening on the given hand? Not if I had to play 2D to show a Major. I would pass and change the system at the end of the hand. Playing MPs nv this would be a 2H bid. Playing Imps it wouldn't.

Under pretty conservative assumptions (which are described and include optimal doubling by opps), you pretty much always want to bid with 6+ points and a 6+ suit at NV.

Along those same lines, in a frisky mode, I might make the call that showed diamonds and a major if I could show the diamonds and keep the major hidden until asked. If I would show hearts and a minor, heeping the diamond hidden, I'm not as interested in that approach. As 2♦ shows a major, I'm guessing that 2♥ shows hearts and a minor, which is much less interesting.
However, the actual approach, 2♦ to show an unknown major, appeals to me. Boring result, but interesting reason. I hope to be able to support partner's pass of 2♦X by passing as well, or even raising to 3♦.
