It downgraded a point or 2 for the Ax and KJ doubletons. Seems like a reasonable decision if you think about the final outcome (and partner isn't even broke here)

Sometimes we open minor suit at one level,after penalty at one level,we have a result to get -1100 scoring.
However this never change our determination - Opening with 12 hcp at one level.
There is no perfect bidding system in the world.
There is no 100% successful contract on the sun.

So if you don't open strong 2,both of your partner and your opponents don't know your story for ever ,of course except god.

Not opening 2 is perfectly fine. You aren't making game opposite a balanced yarb. It's not a strong club system, opening 1 is totally routine on non-balanced hands (reasonable to treat 5M422 as unbalanced IMO) up to 21 HCP that aren't particularly close to game (longer heart suit would make 2 more reasonable since more tricks). So you have an extra J in a short suit, so what?

I would also open 1, personally. Jump shift to 3 describes the hand perfectly well if partner can scrape up a response. I'm not overly worried about missing a game if partner passes.

Opening 2 would necessitate a 2nt rebid (2 would be a clear overbid IMO, this doesn't resemble a 9+ trick hand in hearts), and tend to lead to the wrong contract opposite partner with 3 cd hearts especially since GIB doesn't play any sort of 5-card stayman.

If you want to protest the hand, I wouldn't criticize the opening so much as the rebid after the balancing dbl (rdbl seems fairly clear?)
