I don't understand Gib"s forcing(4)

1- 2♥ says " 3+♥,3+♠,Q+ in ♥,11-12TPs,forcing to 3♠ ".
I think it is unnecessary to be forcing to 3♠,sometimes bidding 3♠ is too high.
If it says " 3+♥,3+♠,Q+ in ♥,11-12TPs,forcing ",why doesn't it work?

2- 3♠ says " 3+♦,5+♠,Q+in ♦,14TPs,forcing ".
In fact,it still is invitational bidding with non-forcing.
If 3♠ is really forcing,I think it should be slammish - wanna to explore slam?

3- I strongly suggest Gib E should open 1♥ instead of 1♣ in the minimum hand (11-13hcp) since Gib E is not so strong enough to reverse bid.
