didn't partner pretty much just decline a game invite? I would have bid 4♠ on my second round.

I pass. I have a lot of losers here, and I don't see any reason why partner should cover them.

The 2♥ rebid makes it easier for LHO to find a trump lead. Also, with such a bad suit we don't want partner to upgrade ♥Qx. So I think you should just blast 4♠, or maybe make some generic game-try.

I am too tired to suggest that it is not a generic try if it denies a game try in hearts. Oh wait ...

If we were going to bid game then we should have done it last time lest a slow 3♠ come back to us. So the question seems to be less about what to bid now si much as whether we have already made a mistake. Unless, of course, 3♠ did come back slow and this is an ethics question.

We should be in 4♠, but partner seems to be denying help in hearts. Thus wouldn't bidding 4♠ be anti-partnership?
There is a big difference between a good decision and a good result. Let's keep our posts about good decisions rather than "gotcha" results!

Exactly. Trust partner to have only 3 trumps and a garbage raise or bid 4♠ last round if you want the partnership to last.
