If they overcall a strong NT, new suits are merely competitive.
Even peoble, who dont play NFBs, play a new suit after a 1NT overcall as NF.
Hence: With inv.+ strength you have to double.

Your partner was a box?
Probably 3H should be forcing, but I would double.

Double and I'll be surprised if it is only down two.

This assumes, they have no safe heaven, they will have one,
since we have a diamond fit, they will also have one ...,
most likely spades.
And if we really want to defend 2S is unclear, nevertheless,
good things happen to those, who can wait.

The kind of hands we open make it fairly unlikely that we can make game after a strong notrump bid by them behind the opener.
Double first followed by a suit bid if they run to something we can't hit shows better values than the immediate action though and if they run to something partner doubles I am happy. The perfect hand for partner is 4-1-4-4 shape without enough for game.

Some tools for the 1a-1N-? auction:
1) Use your favorite 2-suit NT defense (Mod Capelletti, DONT, Meckwell, etc.) as responder.
2) Play transfer responses.
3) Play NT systems on over their NT (more useful when partner opens a minor).
and of course,
4) Follow the standard convention:
Simple new suit bids are weak - to play
Simple raises are to play. Jump raises are preemptive.
2N is a support cue bid (or alternatively, a preliminary bid for a forcing bid in another suit). With support, 2N promises an unbalanced hand. Sometimes it's worth more to get to our Vul game rather than defening their NV 1NX contract.
J/S in a new suit is GF. Requires a good suit (tenaces expected to work because RHO has bid NT).
Double shows 9 or more HCP, generally balanced or semi-balanced, and a desire to penalize.
As to this particular hand, the ♥ suit is anemic. the ♣QJ might be worthless. We've got a fit for ♦ and a ♦tenace to boot. Two Aces. Double is clear. We should beat this 500 or so. If we can make 3 NT, they can make 1N-3.
