Cut it out of the newspaper and bring it to your local club game, and the director will scan it and give you a free play.
No, I'm just kidding. It's probably an encoded version of the deal, so the formatting software can read it and output the complete diagram without someone having to manually key in every hand in each seat.

Looks like a table graphic to me, not a barcode. Barcodes have bars of varying widths and spacing. If you want to lobby Mr. Alder to use the BBO Handviewer, you can contact him at pdabridge at prodigy dot net.
