Answering my own question: No. One player did it and it's defined as 2-C and biddable S.

Also probably there should be a bit looser suit quality requirements for North trying say a 5c call.

Yes you can- if you can't raise partner's unlimited forcing bid then don't even open- you have maximum working high card points in the 3 working suits.
"Cue" bidding mess as opponents preempt you out leaving partner in an awkward position- you could have real spades penalty.
