I think the explanation read "3- 8421 HCP in H" not spades, you misread.
I guess it is using this sequence as a general slam try, seems a bit aggressive although it works this hand.
Think some things could use cleanup -- 3s after 3d I don't think denies 4 diamonds, I would still bid it with 4 diamonds and 3-5 spades, personally. 2sp maybe should promise 3+ spades but that's a more advanced agreement, not ultra-standard.

3♠ in theory denies 4 cards in ♦ because with fit only in diamonds (or clubs if that was the suit after major transfer) GIB would expect to bid 3♥ ( or other unbid suit which is left below 3NT and 4♦/4♣ with fit in both suits. Therefore 3♠ ( or 3 in the transferred major) shows only major support and could contain most often 2-3 and rarely 4 but lousy cards in the minor, like xxxx.
Also 3-5 in major could be 3 cards with any hand and 4-5 with minimum, as with maximum supper-accept would be also expected.
