It might be nice if X over 4C had more details. Does GIB take this as a negative double or just value showing? It took my bid out, so apparently it is not purely penalty.

It shows enough values and a desire to compete, as the comment indicates. It's not perfectly a negative double, but it kind of is.

Opener will often convert it to penalty with no convenient bid. 4♣ is almost never making.
There is a big difference between a good decision and a good result. Let's keep our posts about good decisions rather than "gotcha" results!
