After 2♠, both 3♠ and 4♠ are available to opener. Why does 3♠ show 12-22, not limiting opener's range at all? What would 4♠ have shown there?

4♠ is limited 12-14TP.
3♠ left auction open so can't be set upper limit.

Georgi: I don't want an upper limit on 3♠; I think the lower limit should be 15 total points, since with 12-14 opener should bid 4♠ instead of 3♠.
Disagree. Points aren't the right metric here. Sure if you have some random 12 count with no keycards, bid 4S. But there are a lot of 12-14 hands that I want to bid 3S with.

They may be the wrong metric but GIB doesn't have any other metric (well other competently used metric- a misused TP evaluation doesn't help either) to use so its no point suggesting it use the right metric.
