Rebid shows support?

How/why does the 2 bid show four spades? (I presume East's subsequent bidding is a result of this weirdness.)

Why is X then 1NT 20+ - if 1NT is 15-17 then surely X then 1NT is 18-20.

It's a bug. Looks like bad rule explanation triggered. Supposedly should mean 6+ ; 3- ; 8-12 total points

As 1NT allows 15-18 in overcall, 1NT here should be 19-20. Anyway it will be investigated why not the proper one rule used here.
