Bidding question.

This hand came to my RHO, 2 was weak , 4=strong + hand. IMPS.

Question 1 = Do you play 4 forcing to 4/5 or is partner allowed to pass 4 ?

Question 2 = Assume your agreement is forcing, so partner didn't have the option to pass, what would you bid over 4 ?

What bid focusses on S:Q +/- HA?
I guess 5H, then 6S.

In my partnerships, 4 is forcing.

As for the hand, I'll pay to partner having his usual dreck, and run (keycard) easley up the flagpole.

#1: Partner is not allowed to pass, but if opponents bid, a force is not set up.
#2: 5, raising 5 to 6. (We migth still belong in diamonds.)

I also play 4D as forcing. I would make another try over 4S, blackwood seems to get the job done best.
Please note: I am interested in boring, bog standard, 2/1.
