The bidding so far, does not contradict my initial assumption that the other 3 player each have an average of 8 HCP.

I would dbl.
Over 3♥ I have an easy 4♥ because even if partner has no HCP outside ♥, KQxx and a little luck could be enough for 10 tricks.
Over 4♣ or 3♠ I bid 4♠ hoping that partner has 3 or at least 2♠.

If you plan to raise to 4M or to bid 4S over 3NT / 4C, you can also
bid 4D showing the majors.

yeah my partner instead of just hoping for hearts split cashed ♥A then ♠AKQ throwing clubs, her LHO was unable to ruff, and then exited with a club from dummy that RHO decided to duck with the ace, a club was the 10th trick.

Double and raise looks good. Starting with 3S is a good way to get dropped in 3S-going-down anytime 4H makes.
