1. Too strong for 3♥ NV, this hand is a mixed raise if you can make one or 2♥ otherwise.

2. Start wetting my pants that I have this much defense against 3♠ which is more than partner could ever have expected when he made his penalty double?

1. No, this is a mixed raise, 3♥ shows a weaker hand.
2. Every Dbl on a stupid bid is penalty. I pass.

I do not know your agreements for the 3 ♥ raise. it is much too weak for an old fashioned limit raise and too strong for a weak raise.

If 3 ♥ had been weak or what you promised, be happy.
If you promised more- be unhappy, but still pass.
