I agree with the start and think East should bid 3 next. He has quite a good hand for his previous bidding but West might not have a lot so I think 3 or 4 is too much. Passing the double has some appeal as well but I'm too boring for that.

With West I would raise clubs, probably 4 is enough and East then has an obvious 5 bid.

prefer 2d not 1s esp if we are vul. but perhaps that is just a matter of style:

West has spades and clubs so he should bid spades and clubs. 1 then 3 is not forcing in a sensible system. But it shows something, and east could raise to 5.

Easy 3 for East. Now West knows partner must have 4s (no 6, not xx, not 0=5=4=4) so he can pretty much blast to game, or just invite and let East bid game.

I don't like West's dbl, he should bid .

What East should bid now depends on the agreements. If his hand is stronger than the agreed minimum for overcalls, he should bid 3.
If East has is close to the agreed minimum for overcalls he has to bid 2.
