If my partner bids 2♣, I bid 2♠. I play Bart, but the hand is not good enough or right for 2♦...3♦. Not playing Bart, I might consider 2♦ more, but 2♠ still seems to be the long winner.

Is pass a bad bid? Clubs have to be at least third.

Not for all of us. I, for one, like 6-4-4-2 on rebids (2♠ is usually 6+, 2♥ is 5+♠/4+♥, 2♦ is 5+♠/4+♥, 2♣ is 5+♠/2+♣). Granted, this may only come up when Opener is specifically 5332, but that is not a ridiculously bizarre holding.

Agree with this. Since we've found a fit, I'd like a bit more for 2♠, since 2♣ looks like a good spot.
With a 2443 and the same strength, I'd bid 2♠.

I would give preference more often than not with 2-4, but here I don't want partner to bid more and my clubs are good and spades just two small. They may bid hearts but it is far from safe for them to enter because I'll often have a singleton spade when I pass in this sequence. Obviously you have to bid 2♠ if partner can have a doubleton club but I wouldn't expect that without prior agreement.

No they can't. At least, not if they are my partner (as we agree to bid 2♦ on that or 2♠ if spades are good and diamonds suck). Last I'd heard, that was reasonably standard.. and the 2♣ required an alert if it could be short but not positive on that.

2S. Partner's common hand types include 5-3-2-3. This hand is not strong enough to invite and passing 2C would be desperation not called for.

partner knowes, that he may face only 4HCP (or even less).
