It's as good a fit as we know about, it describes our hand in case partner has any relevant decision to make later, it pays better than our other possible fits, and it preempts a 2!H balance.

I would give preference more often than not with 2-4, but here I don't want partner to bid more and my clubs are good and spades just two small. They may bid hearts but it is far from safe for them to enter because I'll often have a singleton spade when I pass in this sequence. Obviously you have to bid 2♠ if partner can have a doubleton club but I wouldn't expect that without prior agreement.

No they can't. At least, not if they are my partner (as we agree to bid 2♦ on that or 2♠ if spades are good and diamonds suck). Last I'd heard, that was reasonably standard.. and the 2♣ required an alert if it could be short but not positive on that.
