Seriously. If partner can support hearts twice, why didn't he do so on the first round? 2♥ or 3♣ would make a lot more sense (and have kept the opps out of our auction too).

Suppose partner has 3♥/4♠. Maybe he is concerned about the risk of a third-seat opening where Opener has 4-4 in the majors, an uber-weak hand, and a desire for a heart lead. This is not a pure situation, as Opener may well have a four-card heart suit.
