There was a recent poll in a bridge magazin discussing a similar situation, and they decided to bid a 3 carder on 2 level.

Passing means that this partner will be frightened to double in the future.

Particularly after they lead trumps, expecting QJxxxx.

I was convinced by Jeff Rubens's argument that 1NT needs to say "I'm worth a jump, but my suit(s) are weak 4-card." Or something like that.

To be clear I like 2♣, with pass a distant second. I consider a 1NT choice worse than those two options, and require values (approximately 8-11) for that bid - agreeing with the comment above.
