It's probably some artificial game force (New Minor Forcing, Check Back or similar) that was not alerted.
Natural systems are a mess after three bids at one level and it is common to play a convention to sort things out instead. The modern standard is XYZ where 2♣ would indicate an invitational hand, but that makes no sense here.

XYZ is simple and effective and works over both this situation and a major suit rebid by Opener.
