Make the systemic opening of your system. For me that's 1. For others it might be 1.
This hand is not worth an upgrade into a 20-21 or 20-22 2NT opening. If you play 19-21 or the likes I really do not enjoy your system, but then you'd open 2NT. This hand is worth less than the average 19-count, but we rarely downgrade in the modern era.

I would routinely open 1
If you have agreed "short club", I believe you should open 1.
If you have no agreement, with 4-4 in the minors it will not matter what you open.

For me, 2nt is 20-21. I rarely upgrade into 2nt, Q9 does not improve this hand. No need to upgrade here.

What did partner bid?

Hard to answer without context:
Playing out-of-the-box English Acol, SA or 2/1, 1.
Playing my system (that uses an unbalanced diamond), Precision, or an up-the-line system like Forum D or SEF, 1.
Playing a system including a Mexican 2, 2.
I also know a couple of systems that would open this with a strong artificial 2, or a Multi-2.
So I guess the answer is....it depends?

Hi,

assuming standard American, 1D.

2NT showes 20-21, you have 19, no reason to upgrade.
A 20-21 NT has on average 2+ Aces, you only have one, you do not even
even have 44 in the majors.
If you upgrade, you should have a reason.

If 2NT showes 19-?, open 2NT, you dont downgrade out of an NT opening.

1D vs. 1C is a systemic decision you make, when you decide to play with
a partner.

With kind regards
Marlowe

1 and our split for 2N is good/bad 19, I don't consider this a good 19, never upgrading to 20.

1/1 may depend on your methods, ours are out of scope for N/B, but we choose 1 because it means we show this hand with 3 rather than 3 later in auctions where it matters.

Acol 19-20ers open 2N - not something I'm too keen on.

I might downgrade this and bid it as 18, partner needs quite a lot to make game

After I wrote my post, I ran it through K&R for a sense check, got 17.65, even happier to downgrade
