Some of them, because they know they don't really know what they are doing and would be embarassed explaining the alert.
Others because they hadn't really considered that being obliged to respond equates to the opening being forcing and that sounded unusual and wrong.
Some because it forced them to think about the agreement and how it differed from what they had been taught years ago and they decided that maybe it wasn't a good idea after all.
A few because it didn't look such a good idea any more if the opponents were to know.
