I played 1♣-1NT as approximately 8-10 balanced in Dutch Doubleton. I think it's a practically useless bid (we would find 1NT through the slow route as well), and as a little bonus it wrongsides 3NT if opener has 17-19. A more sensible range is 'invitational opposite your weak notrump', but mine is 12-13 so I don't need a quant invite opposite that. If you play 12-14, or 11-13, you could have 1♣-1NT show exactly the no-major invitational quant hand opposite that - I think at that point it might as well be idle.

T-Walsh handles no-major hands worse than Dutch Doubleton, and might benefit from splitting the ranges between 1♠ and 1NT (and higher, perhaps). I've seen other posters discuss clever T-Walsh range choices such that 1♣-1♠; 1NT is itself two-way (12-14 or 18-19) without losing any games or inviting too much. However, I think it's not going to help much. This was a discussion from a few years ago.

Watch out with 1♣-2♣ inverted minor - people play all kinds of systems there. I think copying Chip's system on these points might not be the best way forward.

Thanks, here are 3 links I found on USBF site, one is his WBF card, ACBL card, brief overview:

1C=1nt=9-11 or 2nt=12-15 or 3nt=16-17

1♣ - 1♠: No 4-card Major, may have ♦s or 6-9 BAL (rarely 10-12) or STR BAL

NOTE 1: Responses to 1♣ opening
1♣ - 1♦: 4+ ©s, can be weak
1♣ - 1©: 4+ ♠s, can be weak
1♣ - 1♠: No 4-card Major, may have ♦s or 6-9 BAL (rarely 10-12) or STR BAL
1♣-2♦ = 6+ ♦s, non-invitational
1♣-3♣ = 5+ ♣s, 4+ ♦s, non-invitational
1♣-4♣ = transfer to 4©
1♣-4♦ = transfer to 4♠

In Dutch Doubleton I get to put balanced no-major hands in 1♣-1♦. Because of the extra space compared to 1♣-1♠ in T-Walsh, opener can clarify the balanced range below 1NT and responder is in control. This frees up 1♣-2NT for a garbage raise (5(+)♣, no game opposite 17-19 bal) and 1♣-3NT is DNE.
In standard, if you really want to use 1♣-2NT and 1♣-3NT for strong balanced hands, I recommend only using them on 3=3=3=4 distribution. They are terrible starts to the auction, so reducing the frequency and clarifying shape is a good idea. Plus, all other hand types have either 5(+)♣ (bid inverted minor) or a 4(+)-card suit that can be shown at the 1-level, so there's always a cheaper option. T-Walsh complicates matters when responder holds exactly 4 diamonds, and you may have to compromise here. Thankfully no-major hands are somewhat rare, but it's still a cost.
