Negative double by passed hand

Can a passed hand still make a negative double?
I think the answer is yes, but I cannot find it on the net.

If the answer is yes, then what changes are there to a normal third hand negative double, other than your hand value is limited?
We do not play drury.

#1 Yes, just because you are a limited hand, does not mean that you dont hold a 4 card major.
#2 The limited nature of the hand means, partner knowes, that the likely hood for game goes
down, if he does not have the stength in his own hand, he does not need to stretch.
