Game force with 2D
3C bid to allow further description of S and H holdings ( I had 2S and 3H )
Partner passed.
What is wrong with bidding?

Did you perhaps think 4NT was asking for aces? It wasn't; it invites slam. My opinion is that partner should have accepted, but you were also too strong to just bid 4NT in the first place (and I would have bid 2NT instead of 3♣).
