2NT shows 18-19 bal.
3NT shows a 3.5 bid in the opening suit, not necessarily (and probably not) balanced, definitely non forcing.

You're right, it can't be semi-forcing,I'm focused on 1nt response semi-forcing which is new to me.

18-19 balanced it's not, so you bid 3NT. I like this agreement.

Given, this is the only way to make a forcing bid and show the 6th+ diamond. What will you do after hearts are raised, or if partner bids 4H

Never an option, Never..
For me 1NT, which is not semi-forcing, has a wide range..about 6-11Hcp.
So first, responder limits their hand.
Less than 10 or 9+ call negative nongf, more call positive and gf. When borderline use your judgement and experience on whether to gf.
Over 2H
3D or 2NT(artificial) are negative options
3C or 2S(artificial) positive.

Interesting.
Our I/A scheme here is more or less natural (no 2NT "Moderateur" after a 1NT response) but does not exclude the option 3H (why violate USP so blatantly)?
Over 2H
2S positive F1 (semi-artificial, we already denied the suit)
2NT negative
3C negative 6+ cards
3D negative
3H positive (good 3 card suit, max, unsuited 3NT)
3NT to play

By far the most controversial part is the artificial, possibly artificial 2nt negative catch all bid.
In this auction NT was already bid so not an issue but in the other reverse auctions
Many dislike the possible wrong siding of no trump.
For me it is a minor priority compared to what I want to focus my learning on.

As I come back to bridge I noticed a few changes but not many.
1. Transfers seem to have caught on less than I expected
2. Schuler Shift which I have adopted but it seems few have. A radical change for a full Bergen Acolyte 😊 😁
3. A fascination with raising 4 card majors with 3 card support and toys such as Spiral or others to cope.
Rodwell famously avoided it.
Michael Rosenberg admits to finally kicking his addiction and is happy he did.

Just to bring this post full circle back on itself, it is quite possible to replace the artificial 2NT (or 2♠ which some prefer) with transfers, both here and in other reverse auctions.
