1: yes (by agreement for us specifically void, but singleton for many)
2: usually to play I think if weak no trump is possibility for 1

For me both are to play, but I think splinter on the first hand is a more common agreement.

Could not see any point in having both as splinters? That being the case better to use the lower bid, as it still leaves room for 3NT.

1 3. Splinter but I can't remember the last time I bid a splinter, I hate using up all that bidding space.

1 4. Kickback for diamonds :)

If you're going to kickback, why not inverted raise and then kickback later after you've exchanged more info

Yes, there are many bids that could and probably should occur before kickback but here we were specifically asked about 1 4.
1 4 makes it more difficult for the opps to find their black suit fit.

I'd much prefer opps didn't find their black suit fit if I held x, KQJxxxxx, xxxx, void with partner looking at a weak NT
