Is double a demand that partner pick a major or is it penalty?

If I were East and wanted to get my partner to pick a major, 5♥ surely accomplishes that well enough compared to hoping they figure out what a double might mean.

Agree with SMerriman ...
- Double = 'Cards'. Doesn't show ♦s but partner will usually pass.
- 5 ♥ = Shape. Usually 6+6+.
