lin files and handrecords if full lin files were available to directors we could make hand recor

If lin files were available to club managers after the tournaments we could prepare normal hand records with double dummy results.

You could use the bbo extractor software to create a pbn file of the hands http://www.mirgo2.co.uk/bboextractor/

Which is part of the excellent bridge solver online project.

But I agree with OP that it should be built into BBO, and preferably with a more standard .PBN option rather than just .LIN.
