I imagine that GIB sees that the honest count lead has a reasonable probability of setting 4 ♠ , but false cards, against 3 ♠, either because it might produce an extra trick to set 3 ♠/

GIB has no concept of falsecards. Why it occasionally breaks rules to lead a card when simulations could not possibly tell it so, nobody has any idea.
See more examples here, like the leading from a doubleton section - it's clearly programmed to follow a rule but then breaks it on rare occasions for no reason. Asked jdonn a few times but he never replied.
