Yes North lies quite a lot though the definition doesn't say having a spade cover has more HCP that it says it has and the South's double definition is awful.
That is only kind of one lie. South was too conservative passing the first time- problem was kind of your own fault.

hmm... the double is "biddable diamonds and 10+ hcp". i have 9 HCP.
why would i overcall with void454 and 9 hcp?

The bigger question is why lie on this hand?
Gib has 16 hcp and 5 solid ♥ and no ♠ stop. Surely bidding ♥ or doubling ♥ have to be the top 2 choices.
Bidding 1N planning on taking 7 tricks on fly in NT is something a human might try .

South shouldn't overcall, but takeout double seems right to me.

2 responders seem to think i should take direct action with the south hand. Is this the modern game?

My guess is that in a bidding poll of experts, double would either be the majority choice, or a close 2nd. It's a little short on high card points, but has the right shape.

Yes. Double over 1S looks normal. IMO it's far more interesting whether to double over 3S than in the actual auction.

I said double but overcall is good too. Even vulnerable it would not a terrible bid but at Green (NV vs V) you should definitely have overcalled even opened- you have 12 TP at least- why double on reopening. That 1NT is atrociously defined no wonder GIB gives erratic responses on this hand.
