If opener moves on expecting those 4 points to be somewhere else they will be disappointed perhaps hoping to find the ♣A in a red suit and when it isn't, the 5-level may be in danger.

I think that most people do play splinters as less than the strength required for a forcing raise, whether based on HCP or controls. If you use controls, you can have 7 HCP. Anyway the points should be in aces and kings; the queens and jacks are not going to help with the thin slams. Thus the hand in the OP is too quacky to be considered as a splinter anyway.
