In answer to your question, if the current GIB is behaving anything like my PC older version of GIB, then it is considering bidding 4s, but then decides to simulate, and finds that 4h is more often successful, so chooses that instead. It catches you with the wrong hand. Although it turns out double dummy, both majors are down 2 in game, so you didn't really lose a ton if it was IMPs, I suppose MP it's easier to slip a trick in spades.
Now, in my old version of GIB:
- weak 2 denies a void
- it will only raise 3h to 4h with 3
- rebidding 3s after 3h doesn't deny 3h (bad definitions), and if you force it to bid 3h it chooses 4h the second time anyway.
Perhaps if some of these conditions are altered then 3H does better than just shooting 4H. Who knows?

Even in the current Gib, its bidding rules can't be changed, and have some improvement.
For this hand, if west really open weak 2♠, Gibs normally go :
I really think here there is no problem on Gib CC.
So needless to say.

On mine, the book bid is 4s. It chooses 4h after simulation. So here basic bots may bid differently than advanced bots, I think in a lot of situations the basic bots don't simulate.
