Depends on how you play the Responsive Double here. If the double shows spades and a different range than 3S, I would bid 3S; nothing interesting here. If the X shows both minors, then 4C is normal, but 3NT is not unreasonable. If the X is multi-purpose, 3S, catering the the cheapest alternative.
"Gibberish in, gibberish out. A trial judge, three sets of lawyers, and now three appellate judges cannot agree on what this law means. And we ask police officers, prosecutors, defense lawyers, and citizens to enforce or abide by it? The legislature continues to write unreadable statutes. Gibberish should not be enforced as law."

Hi,
At first ,I also think so,same with you.
However some experts of our country encountered me,and said :
1- As a pairs, your partner basically confirmed you basically have 4 cards ♠.
2- Your hand is too flat, even 3♠ is still a good choice, but you should consider that maybe your partner have some good structure in minors without a exact stoper in ♥,so you would better rebid 3nt instead of 3♠,of course, both of you maybe choose a final minor contract in 4 or 5 level.
How about it?
