I'm sure Cloa can find 18 total points in the West hand, but I think that either West shouldn't make the bid or the description needs changing...

No they are not there- it has 10 HCP+3 shortage points (that's in the system notes)+ 2 (length points- hand evaluation implied by GIB's bidding)= 15TP You could add a little for position but not much. Why can't East put in a 2♥ bid- does it need 14TP?
