If 2 was to play I'm sure he would double in a flash, but it's a transfer, so he probably either needs a takeout of hearts, or a penalty of hearts (probably takeout if no penalty double, not sure if with the penalty double).

I agree with Bradley. north should have X 2d to show his suit. Maybe X 2D= strong hand? BTW, i am surprised that north didn't open 2D.... perfect hand for 2d open and no vul.

It has been pointed out that this "change" was only applied to 2M, not 2D, so 2D still has some strict suit-quality requirements. It's not at all clear to me why this should be the case.
