If North can't bid 1♠ over 1♥, he cannot bid 3♠ over 3♥.

this is GIB's main disadvantage. when u bid a suit 3 times, he will overestimate his hand ...

I don't understand why he thinks spades will play better than the 6-2 (at least) heart fit. Not sure about the rule priorities, but you'd think with such a strong hand (as bidding hearts three times shows) and four spades, opener would bid spades at some opportunity.

Bidding spades would be OK- if he had a lot of spades maybe 7 low spades and less than an response hand- bidding with 4 is ridiculous.
