Not a preemptive raise?

What would a direct jump to 4 over 2 have shown by North?

Currently it's 4 - Free jump raise -- 3+ ; 11- HCP; 11-12 total points ( 11/13 from unpassed hand)

But it worth adjusting for the 3 - Free jump raise -- 4+ ; 8- HCP; 7+ total points

Is GIB a beginner being taught to add his points to partner's and bid game if they reach 25? With 11-12 total points shouldn't he start with a cue raise?

I'm not sure I understand what you're saying, but... if you make this adjustment, would GIB jump to 4 with the North hand? I would want 5+H, but that might be too restrictive.

In the best seat, 4+ HCP, four hearts and a singleton should be enough for 4 (not vul, with an unpassed opponent?). In worst seat, if 5332 probably would want a couple of values (two passed opponents, vul). But in between basically every hand with five hearts not good enough for a cue-raise would bid 4. If you are changing GIB, consult with an expert, but I'm sure they'll say something at least a little bit similar to this.

1M-4M will be changed for the next update.

Basically, if there is none-jump overcall ( including X as well ), 4M will be preemptive.
If there is preemptive overcall, bidding 3M without jump will be something like 7-10, 4M 11-12.

So the displayed hand according to this new way, will definitely bid 4M ( 4 here ).
