Why did east bid 2♥? Couldn't it have done a takeout double to avoid this? Or even pass is a better option than bidding a suit it only has 3 of, as it's hand isn't really that strong and its partner did not show anything. Is it really supposed to do this? I just can't see how it'd be a good idea, but I can definitely see some disadvantages to it.

Given that partner didn't do a normal raise of spades and I think GIB can't do a double with 5 spades and 3 card support for other suits, it weighs the chance that partner has lots of hearts as improved. Why dance21 didn't do the normal raise? Given partner didn't raise to game, you can raise to game all by yourself dance21.

there are plenty of times bidding a 3 card suit works
but in this case there is no reason to assume that it would work

Bidding 3cd suit is only when one has no other better alternative. This isn't one of them; East has a perfectly normal takeout double on the 2nd round.

West's bidding is of course awful, but GIB can't fix human bidding .
