North has quite a bit more than he needed for his bidding so far, I would call his final pass very pessimistic.

Yes, but it's difficult to visualise partner having enough to make 3N, he could easily have enough (Axxxx, xx, xx, KJ10x) to make 5♣ and even give 6 a prayer.

Yes, seems like 3H rather than pass is about right. That will get us to 3NT.
With Cyber's example hand, instead of the given south hand, 3H would launch us to a club game....paying off if 6 makes.

Isn't Opener strong enough to plan to Reverse ? ... thus, opening 1C .
