I'd probably open 1♦. 1N looks like a good way to miss a 4-4 heart fit when partner passes. If partner responds 1♠, I will rebid 2♥. I expect a sequence like ...2♠, then 2N which describes this hand pretty well. If I'm playing reverse flannery, I will rebid 2N over 1♠.
From a hand evaluation standpoint, 1N isn't terrible - the good suit is offset by a HH doubleton, and a mangy Jxxx. KNR goes bananas over a suit like AKJ8x, so its not surprising the valuation is so high.
On the actual hand, I would reopen with a double, assuming 2N by partner is scrambling.
