Strong hand or simple suit preference?

IMPS (BIL marathon), both white.
P - (1♣) - X - P
1NT - (2♣) - 2♠ -
Is partner showing a strong hand and Spades or a simple suit preference and not forcing after my limit bid? I assumed, correctly, suit preference but I don't recall seeing this sequence before and as I had 10HCP and 3 Spades I was concerned we might be missing game.
If it is a simple suit preference how would you show a 17+HCP hand with and a forcing bid after my 1NT?

To me it seems GF with 5+♠. I wouldn't double for T/O with 5♠ and bidding 4 card suit here when partner could just hold 2 is absurd.
I could agree 2♦ bid to be natural competitive as (43)51 shape tends to double but would assume it too to be strong without discussion.

While I have been known to double with some 5431 hands (depending on suit quality and overall strength of the hand, ie a hand that could stand to x and then pass throughout) and hence might just about have five spades for my initial double, I'd still have thought that 2♠ here is a strong bid, showing a 5 card suit. With a very spade-y hand partner might have bid 3♠ and with a typical takeout double shape and a game force facing your 1NT bid he might cue or bid NT.

Looks like big double with spades for me, 5+ spades and 17+ HCP. 3♠ would be self sufficient spades and absolute GF, but this doesnt look like something to pass either.

If 2S is big, how does one compete in this sequence holding say 5 spades, club shortage and 13 HCP? Particularly at MPs you need some way of showing that.

2S showes a good hand with spades, ... no necessarily GF, but a good hand.

Have you ever heard of a 1S overcall? The given sequence shows a big S hand.

I would play 2D as competitive (4351,3451 11-14pts) but 2M as GF 17+, I rarely X with 5431,4531 (crappy 5 card suit, minimum hand) and if I do im passing partner 1Nt.
