LHO opens 1C, partner overcalls 1NT (16-18), RHO passes, I forget that we are playing transfers after a 1NT overcall and bid 2H wishing to play there.
Both opponents pass from now on.
Partner alerts my 2H and bids 2S. I bid 3H even though I've now realised I had forgotten the system.
Is partner allowed to pass my 3H without violating any law or EBU regulation?

The first question is whether you should bid 3♥ over partner's 2♠.

In answer to your question - almost never with standard agreements.
If you had not forgotten and you had a transfer to spades then:
1NT 2♥
2♠ 3♥ ... would normally be a forcing hand with spades and hearts.
If there is no UI and no hidden implicit understanding (including you have forgotten this before) then your partner is free to pass. If there is any UI e.g. you reacted to the alert or you have a history of forgetting and this has not been disclosed then your partner may be constrained.

I had that auction once, and my partner passed my 3H call. I was furious: I hadn't misbid, I had exactly the hand I advertised - game forcing with 5 spades and 4 hearts. This is the best reason not to pass 3H.
