Fair enough. If you pass initially, opponents bidding is 1-2. Anything now?

Of course you act here. You're not going to pass the decision to a pard who more or less already said it all and will thus pass like 98% of the time. Given the opponent's fit, our side is very likely to have a part-score as well and it's therefore OUR duty to act. You would pass with a balanced 12-14, not with this unbalanced hand.

You can either dbl for take out or bid 3C. Dbl seems slightly better so that's my bid.

I pass, happy to leave it in 2 hearts, I'd like to use x to show a better hand than this 11 count, with stiff Q in their suit!

The law of total tricks is hard to apply here from this side, partner know knows I'm short in H (or they have a 9+ card fit) so i must have at least 4 clubs, if he has 4 (and 4 hearts) he'll bid 3c (to push them higher) if he has 3 then 16 trumps is the total of teh LAW and it's been a while but I think you don't bid 2 over 2 in that case.
