Lebensohl after 1NT overcall

GIB plays "systems on" after a 1NT overcall. I presume this includes Lebensohl if there's an opposing bid after 1NT.
It looks to me like North correctly made a to-play 2♠ call but explained it incorrectly.

It looks to me like it only plays "systems on" if third hand keeps silent. So there's no Lebensohl in this case.

The explanation doesn't match its hand because the 2♠ bid came from a simulation.

Is that a generally-accepted understanding of "systems on"? (Honest question, not rhetorical.)
