West deals. If West passes, opponents will stay silent throughout; if West opens 1C, North will overcall 1D, then opps will stay silent.

P passes as dealer 1♠ P will use forcing NT then 3♥ 4♥
None of my regular Partners playing 'standard' methods would open this hand as dealer.

Playing fairly standard methods:
P-1♠
1N-3♥
4♦-4N (Cuebid for Hearts, we cannot play in a minor here IMO. If we had spade support we'd be 3♠ or 4♠/AKxxx is gold opposite the presumed doubleton/stiff)
5♥-6♥ (2 without the ♥Q/Fine, let's play here.)

This might be resulting a bit though -- It's not completely clear to cuebid 4♦ here, although the other options aren't much better.

My auction if West opened (Which I would whenever playing a 14-16 NT etc...):
1♣-(1♦)-1♠
1N - 2♦ (11-13/Art. GF)
3♣ - 3♥ (2-3-3-5 (With 4♥/3♠, would bid 2M/2OM, with 4♦ and 4♣ we would open 1♦, so this is exact shape here)/Natural and Setting trump)
3N - 4♣ (Non-Serious/Serious Cue)
4♦ - 4N (Cue/Once again AKxxx is gold)
5♥ - 6♥
Yay for the "Ignored Users" feature!

1♣-(1♦)-1♠
1NT-3♥(5-5 GF)
4♥-ask/pass (depending on style)

Actually, at my table the opps didn't just bid 1♦. The auction was:

1♣-(1♦)-1♠-(P)
1NT-(P)-2♥-(3♦)
3NT-(P)-4NT-AP

1N-4♦(5-5 majors strong slam interest or game is enough, another way of bidding with mild slam interest)
4♥-4♠(Keycard)
5♦(2 without)-5♠(do you have K/Q♠ or any other K)
6♥(nope)

yes. 2♥ was forcing to game, but that was the auction as it happened (I was west).

Yeah but your opps for this hand were on Pluto. I was trying to imagine a more reasonable scenario than you faced (I think the 1D overcall is pretty bad, but at least it's in the realm of possibility).

If West does start by passing, does everybody jump shift with the East hand after 1S-1NT?

i don't think it's 'fairly standard' for 3♥ to show 5-5. i presume that implies some sort of gazilli to deal with strong 5-4s

You need some gadget like gazzili to get this right 100% of the time. Otherwise you either end up on a 4-3 fit or playing 3NT with a 5-3 fit :)

The West hand is right on the boundary for an opening and I would probably give different answers on different days or against different opps. If I did open (1NT) the auction would probably be identical to Cyberyeti's. If not then something like 1S - 1N - 2D - 2NT - 3H - 4H, where 1NT was a relay and 2D showed hearts. AFter that East has to decide whether to make another move or not and again I do not think it is clear. I think this is typical for this kind of hand - if both partners are pessimistic we settle in game, if either goes high then it ends in the slam.
