I know in some tourneys, that the last board in a round is skipped (and the players given an average) if the next to last board hasn't been started with half a board's time remaining. How do you set this in the creation of the tourney?

This aspect of the servers behaviour cannot be controlled or overridden by the TD

When it is time to play a new board in any round, the server looks at the minutes per board, and the time remaining in the round. If the time-remaining is less than half the minutes per board, the board (and any others in the round ) are skipped.

This applies to clocked as well as unclocked tourneys.
