Usually a simple click on your new friend/partner's nick is enough to open the chat tab. The scenario doesn't have to be so complicated:
1. Select/invite someone from partnership desk, or accept an invite
2. Search that person in lobby
3. Click on ID and start chatting.
The only case when this wouldn't work would be if the person is playing in a tourney or in a team match. Then you will have to wait until they are done. So in this particular case it would be useful to mark as friend.
Another possible reason why your scenario didnt work was that you went to their table when they were playing, and sometimes table hosts disallow chat from kibs. However the players can receive chat from anyone else, and if you dont go to their table you CAN start a conversation and agree system or whatever.

Thanks for helpfull replies---but i did all that was suggested,with no avail,always had to wait till tourney started,and that does not allow time to elaborate on ones system---my further suggestion is----when one has ones name awaiting a proposal to/from partner--when the proposer is asking, there should be another
