Would not seriously consider anything else, even though other options can work on a particular hand.

You have a good spade suit and the required points, and not enough for double. 3NT shows 9 tricks and, try counting nine tricks in that hand.

I wont pass, I wont make a t/o.
That leaves 3S and 3NT, hence I will go with the sane 3S.
If you would have included 4S, I may have voted for an
insane option, but you were nice.

3NT shows 9 tricks?!
I think it's possible to come to 9 tricks in NT with partner's help; hold up in diamonds to kill RHO's hand, then knock out LHO's stoppers. The small H doubleton might be a reason to bid 3S, but if 3NT is right we can hardly expect partner to bid it.

Another interesting factor nobody has mentioned is that partner is a passed hand. I think that takes away one of the winning scenarios for a 3NT overcall-- oftentimes when the partnership has a balanced 28-29 HCP 3NT plays just as well as 4S, but that won't be happening now. I think it's far more likely now that partner will have a mediocre hand with spade support and diamond shortness (the winning scenario for 4S).
