I think this is a tough hand. It feels to good for 2♥, but not enough for 3♥. I think it depends on our agreements, if 1♠ denied a balanced hand, sure sounds like heart shortness, and I would take the low road, otherwise I will bid 3.

I would wish to be playing xzy here, and be able to bid 2♣ and follow it up with 2♥. Lacking that, then I am forced to bid 3♥'s, which isn't so bad.

I see this problem over and over on BBF. It is always one solved with jump shift options.

For me, I like 1♣-P-2♥ with this hand. Roughly a good weak two (8+ to 11-) with six hearts. If 1♣-P-2♥ is weak, then 1♣-P-1♥-P-1♠-P-2♥ should show the same thing (and, hence, 1♥...3♥ GF).

Solves a world of hurt.
