Very constructive preempts, penalty doubles is probably a good start. Probably just all natural (no strong opening!) and some two-suiters for the NT openings would make a lot of sense.

the basic goulash I know:

1x = 6+ cards
1NT= 12-17 might have shortness
2x = Natural forcing, specific ace asking
2NT 18-22, might have shortness.
3x preemptive

My thoughts as well. What about:

Pass: 0-13 (semi)bal or 4441
1: 14+ idem
1 through 1NT: unbal with 5-7 cards (NT shows clubs) and no 5-card side suit, any strength.
2 through 3: specific 5+/5+ combinations (six openings for six combos) any strength.
3 through 3NT: 8+ cards (NT shows clubs) and no 5-card side suit, any strength.

Backroom is the usual high stakes rubber bridge system. Strong NT, strong 2 openings. No fancy stuff.
